26FCM-PNR: 2017 REGULATIONS

The Madrid Film Festival is organised by the Plataforma Nuevos Realizadores(PNR). The PNR is a non-profit association, established in 1987 by emerging directors, producers and technicians of the Spanish cinema. For 30 years it has supported the creation and production of audiovisual works, while promoting its exhibition in film venues and other broadcasting means.

PNR’s historical compromise with cinematographic and audiovisual production renews every year by hosting the FCM-PNR festival, where this association aims to accomplish some of its fundamental goals:

  • To take into consideration the cinematographic work, regardless of its format, length, genre or subject matter.
  • To offer contemporary cinema an exhibition window in venues with optimum screening conditions.
  • To promote emerging production by enabling free registration and fomenting payment for each selected film in the Official Feature and Short Film Sections.
  • To disseminate new directors cinema among the public by offering free or affordable sessions and by organising open meetings among authors, general public and students.

The FCM-PNR festival’s 26th edition will be held in Madrid, October 12th-24th, 2017.

Registration ends on Monday, June 5th, 2017, 24:00.
The selection committees will not watch any registered work that does not have subtitles in Spanish if its original language is different from this one, being this direct cause of exclusion.
The list of those selected for the Official Sections and the Parallel Sections will be notified to all participants during the first weeks of July.

1. Official National Sections for Competition:

Official Feature Film Section:

    • This section is dedicated to Spanish production or co-production films.
    • A feature film is any film with a running time of 60 minutes or longer.
    • Films must have been produced after January 1st, 2016. Films already submitted to previous festival editions will not be considered.
    • Films that have been commercially exhibited in Spain through public or private televisions, video on demand, commercial venues, etc… or that they were to be before the day of its exhibition in the festival,will not be admitted.
    • Films that explore new narrative forms, leading to a revision of themes, genre or format, will be particularly valued.

Official Short Film Section:

  • This section is dedicated to Spanish production or co-production films.
  • A short film is any film with a running time of 60 minutes or shorter.
  • Films must have been produced after January 1st, 2016. Films already submitted to previous festival editions will not be considered.
  • Films that explore new narrative forms, leading to a revision of themes, genre or format, will be particularly valued.
  • Films screening for the first time in Madrid during the 26FCM-PNR festival will be particularly valued.

Official PNR Short Film Section:

  • This section is exclusively dedicated to films directed or produced by associate or honorary members of the PNR.
  • A short film is any film with a running time of 60 minutes or shorter.
  • Films must have been produced after January 1st, 2016. Films already submitted to previous festival editions or selected for competition at the current Official Short Film Section will not be considered.
  • The jury will be formed by members who have not submitted any film for competition, honorary members, ex-members or any other individuals who have collaborated with the association.

OFFICIAL PNR Feature Film Section:

  • This section is exclusively dedicated to films directed or produced by associate or honorary members of the PNR.
  • A feature film is any film with a running time of 60 minutes or longer.
  • Films must have been produced after January 1st, 2016. Films already submitted to previous festival editions or selected for competition at the current Official Short Film Section will not be considered.

2. Official Sections’ Prizes:

A. Pago por selección

As a sign of support for emerging directors and producers of the Spanish cinema by the Plataforma Nuevos Realizadores, the FCM-PNR festival will give for the fifth consecutive year a payment for exhibition rights of selected films. This payment will be allocated to each finalist film in the Official Short Film Section (100€) and the Official Feature Film Section (300€).

B. Awards

Attendance to the Closing Ceremony is not mandatory for those awarded in order to receive their prize. The festival’s organisation will coordinate their presence and will support, to the extent of its economic resources, the necessary accommodation and transport.

The final content of each price will be fully announced and advertised in the festival’s website prior to the festival celebration.

  3. Official PNR Short Film Section: • PNR Jury’s Award
  4. Official PNR Feature Film Section: • They will choose the same artistic and technical awards nominated to be announced in Official Selection Feature Film
  5. Audience Award NATIONAL SHORTFILM for the best short of this sections: Official Short Film and PNR Short Film.
  6. Audience Award NATIONAL FEATURE for the best feature film of this sections: Official Feature Film Section and PNR Feature Film Section.

 

C. Premios Goya®

The short film awarded with Best Short Film prize may opt to sign up for the Best Short Film prize at the Goya Awards®, as the Madrid Film Festival FCM-PNR will be included in the pre-selection list for the Goya Awards®. This list will be published by the Spanish Academy of Arts and Cinematographic Sciences: www.academiadecine.com

Any modification concerning the amount assigned to payments for selected films and/or prizes, which may need to be made by the organization due to economic circumstances, will be made public through the FCM-PMR website and directly communicated to those selected for the competition. Such decision will never be taken subsequently to the Closing Ceremony.
The total amount to be paid for prizes and exhibition rights of selected films, following the appropriate invoice issued by the beneficiary, will include both the VAT and the tax withholding according to the applicable legislation. Payment will be subject to the time limits established by the PNR, which will never be later than a year after the Closing Ceremony. In principle, the producer and the director will share 50% each, unless both parties agree otherwise and give notice of it.

The prizes in services of companies will not at any moment be discounts that obligate the prize to pay new services in these to enjoy those, with the exception of the necessary expenses of transport, necessary insurances and equipment operators, which will not be included in the same ones.

3. Parallel Sections

The Plataforma Nuevos Realizadores, by means of selection and programming of the Parallel Sections, shows its commitment with the dissemination of other cinematographies among all kinds of audiences—from children to specialised public—, clearly devoted to public outreach. This way, the festival allows for one of the association’s objectives, i.e., promoting diverse cinema, with high definition screening and adequate promotion of the films.

Requirements:

  •  Films of any length, genre and subject matter, European or Iberoamerican productions or co-productions, which have been produced after January 1st, 2016, will be admitted.
  •  Submitted films which original language is not Spanish will necessarily include Spanish subtitles, both the viewing link and the screening copies, being its absence a direct cause of exclusion in the viewing of selection committees.
  •  If a film is selected, those responsable for it will have to provide a screening copy in digital format, which must be sent online within the set deadline established by the organization.
  •  Given the present economic circumstances, selected films will not receive any payment for exhibition rights in the Parallel Sections. The organization works to get that payment for selection in future editions.

Parallel Sections Awards:

  • Audience Award for Best Short Film “New International Filmmakers”. It will opt any short film of this Parallel Section.
  • Audience Award for Best Feature Film “New International Filmmakers”. It will opt any feature of this Parallel Section.
  • Audience Award for Best Children’s Short Film “Cine Molón”. It will opt any short film of this Parallel Section. This prize will be elected by the children attending the sessions.
  • Audience Award for Best Short Film “Section Shorts prior to Feature”. It will opt any short film projected in this parallel section.

4. Submission

Deadline:

Films can be submitted from the date of publication on the FCM-PNR website until Monday June 5th, 2017 at 24:00 Madrid (UTC +1)..

The list of films selected for the Official and Parallel Sections will be communicated to all participants during the first weeks of July.

Regulations:

  • Only films that comply with the specific requirements of each section can be submitted.
  • PNR members will submit their films only in the PNR sections, although these may be selected for other Official Sections.
  • Films must be submitted in their original language, and Spanish subtitling of films in another language is mandatory, both in the viewing link and the screening copies.
  • Genre and subject matter are optional in the three Official Sections. Promotional, advertising or corporate films will be excluded.
  • Only films with screening copies available in digital format will be admitted.

Instructions:

  • Submission of films on the festival website www.festivalcinemadrid.es is free of charge for all participants.
  • The submission process requires:
    1. To fill out a submission form
    2. To provide To provide in that submission form a password-secured private link for online screening, through any server or video channel.

5. Selection

The festival will announce the results of the selection process to all registered participants and will inform those selected about the screening copy requirements and other materials.

The films selected among those submitted, as well as the schedule of each of them during the festival lie within the festival organisation’s exclusive competence.

Selected films will only be screened in high-definition, being DCP, Blu-ray or HD Digital file the only admitted formats.

Commitment of selected films:

  • Not to make public the selection of films for competition until the organisation officially communicates the list of selected films.
  • Not to withdraw a selected film from the programme or make any commercial exhibition of it in Madrid prior to the screening at the festival.
  • If the film has been submitted as a “premiere” of any sort, it must keep such status. Otherwise, the organisation must be notified of any change in the information provided when the film was submitted (premiere category, commercial exhibitions, etc.), in order to avoid errors in promotional materials and press releases.
  • To provide screening copies that meets the specific requirements, as well as other necessary materials that may have been requested, within the time limits set by the organisation.
  • To consent to the use of any part of the film for promotional use (up to 1 min.)

6. The submission of a film to the festival implies the explicit acceptance of the present regulations by the authors.
